OK now answer this simple question,
"When you see a beggar,Will you take out your wallet and offer him more than ten rupees?"
It will be tough to contribute such a great amount right?
Many give lame excuses like"No we must not encourage such type of bad practice.Then that beggar will enjoy this life and will never stop begging".
Wow this is really a good strategy to escape from offering money to the needy people.If you don't want to encourage,then don't offer money,but you can try something different.You can buy them food.

One day,myself and my friends were eating in a roadside shop.That time one small boy came and stood near me.He was very poor.He kept on looking at me.I offered him money.But my friend started scolding me.She told don't give money,don't encourage him.But i gave him because,
While we were returning from office in bus,One Father and his son(5 year old,i suppose) boarded the bus.But the driver asked the father and his son to get down.The reason behind that is,the father was drunk so they didn't allow him to board the bus.
They walked from there and reached the roadside shop.That small boy was the one who asked me money.My heart ached on seeing him.The roadside shop is only one stop away from the office,but we don't walk.This boy walked with his tiny and weak legs.I could see the hunger in his eyes.
He didn't do any mistake.He is being punished because of his father.So don't act rude towards the needy people.Just provide them with what you are capable of.
I see lots of people celebrating their birthday or some other occasions by treating their friends.
Why can't you try something different?You can buy them food,daily necessities etc.Ask them what they are in need of and try to give them those things.God poured you his blessings in a belief that you will dedicate your life for helping others.
Don't be stingy.Don't hesitate to take the money out of your wallet to give it to needy people.
